Mrs. Pamela Starlson
Pamela Starlson has been a resident of the Antelope Valley since 2000 and acted as a parent advocate in the Lancaster School District from 2003-2012. Pamela holds degrees in Sociology, Criminal Justice, and Liberal Arts and Sciences. As a board member, she has participated in numerous CSBA professional development workshops and training sessions. She has also worked as a counselor for at-risk youth at New Directions for Youth, worked in student services at Antelope Valley College, ran her own event planning business, and is currently a personal caregiver. As the spouse of an educator now with 5 grown children, she knows how genuinely hard teachers and staff are working to meet the needs of our children and wants to empower them to serve our children even better. As such, she is proud to be a representative of our community's diverse threads, here to help fight for a high quality education for our students, to guide and build their vision for a successful future.

Mr. Greg Tepe

Mr. Keith Giles
Keith Giles was a member of the Lancaster School District Board from 1997 to 2013 and was elected in 2015. He brings a wealth of experience and commitment to the position. He has been a member of the Antelope Valley School Boards Association since 1998 and served as President, First Vice President, Second Vice President, Third Vice President and Treasurer. Additionally, he served as a CSBA board member/director on the Delegate Assembly for many years. He earned his Masters in Boardsmanship in 1998 and has participated in numerous CSBA professional development workshops and trainings.
Giles works for Antelope Valley Produce Co. and has been a Los Angeles County Reserve Deputy Sheriff since 2003. He holds a degree in business administration from Antelope Valley College. Giles and his wife, Laura, have been married since 1981 and have nine children and twelve grandchildren.

Mrs. Jullie Eutsler
Jullie Eutsler has been a resident of Lancaster since 1988 and was hired as a teacher at Linda Verde School in 1989 after teaching for four years in the San Fernando Valley. Prior to becoming a teacher, Jullie worked as a tutor/counselor and a teacher’s assistant with high school students involved in the system through LAUSD’s Neglected and Delinquent Children’s Program. This experience sparked her passion for supporting students who face social and emotional challenges that impact their education.
Mrs. Eutsler retired in June 2022 after a 38-year career in education, 33 of which were spent in the Lancaster School District, where she taught, was a middle school principal, and a principal at the District’s Community Day School. The final 12 years of her career, Jullie was the Director of Pupil Safety and Attendance for the Lancaster School District, where she developed a deep understanding of the California Education Code that helps guide schools to provide the best education possible. A large part of Mrs. Eutsler’s job involved working with parents to help resolve concerns they were having involving their child at school. Jullie commented that this interaction was the best part of her job. In most cases, a stronger link was created between home and school which is critical in building a strong school community.
Jullie holds a bachelors degree is Sociology with an emphasis on Counseling, a masters' degree in Educational Administration and credentials that allow her to teach and provide leadership to schools in California. Jullie was a member of the Association of California School Administrators and received recognition as the region's Student Support Services Administrator of the year in 2019. Jullie also participated in a multitude of training throughout her career and has worked closely with the Department of Children and Family Services, Department of Mental Health, Los Angeles County Sheriff’s Department and Foster Ed California among others, to try to build connections between county departments to better meet the needs of the children and their parents, in addition to helping the schools work between agencies more effectively.
Mrs. Eutsler is also a proud parent and grandparent of Lancaster School District graduates, which gives her a broad perspective in understanding the needs of multiple stakeholder groups. Her goal is to use the community connections she made to expand programs that will benefit students, parents, and Lancaster School District employee groups.

Mr. Duane Winn
Duane Winn was appointed to the Lancaster School Board in 2016 to fill the position of Mr. John Miller. With origins in Sioux City, Iowa, he completed High School in 1966. He completed my military duty, honorably, in 1970 and started a career in Air Traffic Control in California. He completed two Associated Arts Degrees at Antelope Valley College and has since attended college at various levels, including Ohio State University. He is a father to two wonderful daughters, both teachers, and a spouse to my wonderful wife, Donita. He serves on the Board of the Antelope Valley Schools Trustees Association and the Antelope Valley Schools Transportation Agency. He has served the Antelope Valley in many functions, including the Air Show. His priority is to promote our students to their highest potential by including music, arts, and literature in their lives.
